Make Issues public

Hi, i would have the following. How can i archive this:

We have an unpublic Jira Project, but want that some Issues (All Feature-Issues) where public, so every one can see them and can vote for it.

Is there a way to get this done without making another project?

No, you will need to make the whole project public. 

If you then want to hide issues from public view in that project, you can use issue security to hide them.
