I have a ticket with about 11 users registered as watchers, and even if I update the ticket, why are notification emails not sent to some users?

Hello, Good day. Kindly have the user to access the following URL and make sure they have enabled email notification for the comments.

Welcome to the Atlassian community.

There is a Notification Helper app that you can use to find out if the Jira configuration is set in a way that Jira would attempt to send a notification to a specific user for a specific event for a specific issue. Refer to:

If the response from that is that the notification should've been sent, then the next question to ask is do those users get any notifications at all from Jira?

If they do not then it is possible their emails have been blacklisted. To find out if that is the case and to get that fixed you would need to open a support case with Atlassian directly and provide them with a list of email addresses to check. Do that here:
