Jira Software 8.15 missing and won't install after adding TEMPO / docker

I'm running Jira Software Server 8.15 in official docker image from Atlassian. The environment is disconnected from internet. It's a fresh deployment, first install, not upgraded from before.

After installing TEMPO 11.2.0 plugin I noticed that jira-software-application thinks it's no longer installed:
"Jira Software is licensed but not currently installed."

I tried reinstalling jira-software obr, tried removing jars from application-data, tried deleting pluginstatus records from postgres, tried switching to safe mode.

Reinstallation refers me to log files, but I have not found any clues as to why the application is not loading. Nothing with the name of the module ever comes up, and sometimes nothing comes up at all.

What should be my next step to figure it out? I'm leaving the option to just install from scratch and import project data. This is an option, but I'm not convinced it won't happen again, so I'm not doing that just yet.
