I suggest taking a look at your project "notification scheme" that's where it is defined who gets an email/notification when something happens.
There should be a "issue assigned" trigger.

hey so i checked the issue assigned.
seems like everything is set correctly .
but still the user i just assinged to a task doesnt recieve an email about it.

Well a user can choose to disable some notifications on their profile.
you will not be able to check that, they will need to validate this on their profile. So if it's not eveyrone this could be a cause.

Another thing to try is to open a support ticket with Atlassian to see if the user emails have been blacklisted for some reason.
