The Jira Cloud Back-up that we download and store, can that we used months after to be re-imported into a Jira Cloud instance or does that also have an expiry date?

Atlassian maintain you backup for 14 days before removing it from server. If you downloaded it locally it can be restored when you want. Keep in mind that restoring a full backup will overwrite all data.

As it has already been mentioned Atlassian keeps your backups for 14 days and then removes them. You can download them and keep them locally. Though, you can’t backup your copies more often than 48 hours with attachments and 24 hours without attachments.
On the other hand, if you don’t want to limit yourself to 48 hours and have automated backups, you can look at the GitProtect Jira Backup app. This solution permits you to keep your backups as long as you need without overwriting all your data during the restore process.

The Atlassian provided backup and restore capability requires you to download the backup file within 14 days and store it away for re-use as and when needed.
As @Fabio Racobaldo _Herzum_ mentions when you restore the backup, you need to keep in mind a couple of things:
1. Restoring the full backup to the original site will overwrite all the data
2. You need to make sure your backup file is not to large - See screenshot below from your data import screen.
3. You can only create a backup file every 48 hrs with attachments & every 24 hrs without attachments
4. You would have to build your own system to catalog and index the backup data
