Given Slack is deprecating webhooks, and they have a large, bold banner that says they do not recommend using them, my IT department is obviously cautious about creating new ones.
What are my options to send a Slack message from Jira Automation that does not require using a webhook?
I have a lot of automations that I build using webhooks with slack. The messaging they may be seeing is that it is not recommending to use "Legacy: Incoming Webhooks" and to use "Slack Apps" instead. In slack apps you still use webhooks, they just are not built the same way. You may want to forward the documentation to your IT department to review.
If they can not develop a slack app using webhooks. There is also alternatively some of them that exist in the slack app marketplace you can look for.

It seems that while the Incoming Webhook functionality built in to Slack itself might be deprecated, you can simply create your own Slack app and enable the use of Incoming Webhooks through it.
We have built a Slack app for Jira at Actioner using our platform, the app has built-in workflows in it.
You can customize workflows according to your needs & select a webhook event as a trigger and much more.
