1) What's API can I use ? I'm trying "REST API", is it good ?
2) What JIRA's rights I should have to do that ?

Cloud only allows access over the UI and REST.
This is a great relief to so many of use who have been telling people not to try SQL because you will get it wrong.
Anyway, you will find that the REST API respects the permissions in the Jira you connect it to.
