Running a test migration from our server instance to Cloud, not all shared filters are migrated. I have tested this with the GA board & filter feature and with the dark features.
My colleagues recently discovered the same problem with JCMA 1.10.0 and reported it to the Cloud Migration Managers through their migration support tickets.

Hi Chris, I would suggest opening a ticket with Atlassian Support (support.atlassian.com/contact) and select "Migration Support". They're probably better suited to help you out with this issue. Hope that helps.
