We have noticed few annoying bugs after upgrading:
1. Jira comment posted needs refreshing to show on page (intermittent)
2. Jira comments showing in reverse order - if you try to switch back newest comments get hidden (if there are comments that need to be expanded)
3. Jira comments showing new on top but the add comment is still all the way on the bottom.
4. Jira sometimes not loading comments till you hard refresh the page (cache clear)(Intermittent)
Let us know what we can do to fix the issues.

we are experiencing exactly the same issue. Furthermore from a usability perspective having the add button at the bottom and the newest comment at the top makes no sense at all.
Any idea when this will be fixed or how we can fix it?
We are also affected with the Jira Server product on LTS 9.4.x and have not found an option yet to reverse the behaviour. There is an option for Jira Cloud but has anyone found a solution for Jira Server instances?

If you use Scriptrunner plugin, you can use a script posted by Mario Mächler in the comments in this ticket: https://jira.atlassian.com/browse/JRASERVER-74122
I've set it up and it works fine, at least moving the comment-button to the top.

We have used the property to fix the display order but did not want to put more efforts into fixing the button display at the bottom.

We have larger audience reporting for "Changing the default order for comments from ascending to descending",
But the behavior is not as expected, which is affected by another Bug.
We're talking about exactly the same as mentioned in Bug JRASERVER-74275

A brief summary of the updates from Atlassian:
JRASERVER-74191 | We've fixed the way comments are sorted when a user changes oldest to newest. We've partially reverted back to old Jira 8 behavior where only visible comments are sorted. However, we are keeping the progressive loading behavior that was implemented originally for performance stability improvements. This fix also addresses the change of sort order if a new comment is added. |

JRASERVER-74440 | The "jira.comment.collapsing.minimum.hidden" Jira property would simply not work at all in Jira 9.x releases. This was due to changes in comments loading and sorting behaviour. |
JRASERVER-74122 | We've also fixed the position of the new comment box/add comment button by introducing the sticky comment footer. This fix should make it easier for users to add comments to issues. In the LTS bug fix version (9.4.6), the sticky comment footer is released behind the com.atlassian.jira.commentStickyFooter feature flag. You need to turn the flag on to enable the feature. |

Jira 9.1 shows the comments from newest to oldest by default, we like it!
Having the newest comments displayed at the top is preferable, creating a better user experience, especially on issues with a lot of comments.
However, the "Add Comment" button is displayed at the bottom, forcing the user to scroll all the way to the bottom if they want to add a comment.

I don't think it's preferable if you're trying to get an understanding of the history of the comments. In this case, the user has to scroll down, then maybe click the "Show more comments" button, then continue to scroll down more, then scroll back upwards to take in the conversation.
The "Better user experience" depends on who the user is and their history in working with that ticket.

Points 1 and 4 were resolved in later releases for us.
2 and 3 still being an issue but getting used to scrolling up and down :)
Wonder if Atlassian would have any input on this.

We have the same issue with point 2 and 3. After reading https://jira.atlassian.com/browse/JRASERVER-74191 and https://jira.atlassian.com/browse/JRASERVER-74122 I have a better understanding of the rationale behind the change but still, it's desirable to be able to read the latest comment while editing a new comment.

same here, could not test so far if disabling some plugins solves this - dunno what of the above list it could solve.

We are also experiencing the same thing, but only in one instance of Jira. An instance that has almost no plugins is not demonstrating the same issues.
