Issue Updated Webhook event is not triggered when an attachment is added to the Issue.

Whenever i add an attachment directly to the issue, no webhook event is triggered.
I have the following webhook events added:
issue_created
issue_updated
comment_created
comment_updated
Also when i add an attachment to a comment, the body in comment_created payload doesn't have any information about the attachment. What am i missing here?
