Is there an API which can provide access to a user into an organisation's Jira account?

I want to know if there exists an API which can grant access to a user into an organisation's Jira account using some kind of API key or access token.

If it is not possible then is there an API which can POST access request to an organisation's admin by the user?

When using Jira Cloud, there are some endpoints to give access to users, but I'm afraid the one you need is not available. 

For Organizations, the APIs available are only to get information:

For User management, it's possible to enable and disable users, but not give them access:

Checking the Jira Cloud REST API documentation, I found two options that may help you. One is to create new users and the other one to add them to groups:
