Is there a way to globally customize the fields for all users on a project in the Create Issue Modal?

Only if all the projects and issue types are using the same "create" screen.  Have a look at each project's "issue type screen scheme" to see what create screens are in use.

@Mallory Cecil this is the right way to do it, as Nic suggests. However keep in mind that users  can change what field should be visible on their create screen. This is something that you don't have control over it, except if all fields on the create screen are mandatory.

Thank you both! I was able to figure this out and created a new create screen and made sure that all projects were using the same! :) Problem solved.
