Is there a way to customize the message generated by JIRA Cloud when access to a project is denied?

Usually project access is controlled by the project lead or an administrator.

Is it possible to customize the access denied message to instruct the user on the available remedies (like for ex., to contact the project lead to be added to the project)?

Hi Dinu - Welcome to the Community!

I don't believe that is possible. I tried playing around with different Validators, but not all of them have the ability to do messaging. There might be an add-on app that would help with that.

Typically, if you do not have permissions to create an issue on a project, then the project doesn't even show up on the list to select from the drop down for the project values. Which is what we do. Then part of the education on the user(s) is that if you do not see the project you want, then you don't have permissions to create an issue on it.

I hope that helps!
