We have a partner that tests our platform. One of the things they marked as a bug is intended, and so we need to reject the ticket, or mark it as won't fix.
Is there a way to create a status called 'Declined' without creating a column?

You are able to to do this through your board's configuration panel.
To do so, head to "Board", in the top right of your Kanban, and select "Configure". From here you will want to head to "Columns" and then "Add Status", as shown in the image below.
Once you have created the status, you can simply drop it into your desired column; I would recommend "Done". This will then allow you to select either your created status, "Declined", or "Done", by splitting the column into sections matching the amount of status mapped to it.

If you put "Declined" (or any status) in the Done column (farthest right), consider always checking the "Set resolution" box as well, since some parts of Jira look at Resolution and/or Resolved Date fields for clarification on status (for example, to strike out the Jira ID in certain views).

Yes you can create a status called "Declined" in your workflow and map that status to an existing column (eg: Done) in your board.
Alternatively, you can also use "Resolution" field in your screens. which can have options like Declined, Rejected, Won't Do etc. This way you don't need to create additional status in your workflow.

I was trying to use Resolution field in the issues -> layout screen. But i could not find Resolution field.
Can you please suggest how to enable resolution field in the issues screen?
