It appears that the issue layouts use the fields set on the 'view' screen which makes sense. It also makes sense that we need a 'create' screen. Are 'edit' screens still used/necessary when working with issue layouts? I've checked Atlassian's documentation on issue layouts and found nothing that explains the relationship between the create, edit and view screens and the issue layout.
Only have needed if you want different fields to appear when you make changes to an issue. I think the norm is using them as transition screens in a workflow for company-managed projects.
