Is it possible to use the mention function without the Global Permission "Browse Users"?

As far as I know, it is only possible to use the @ mention function if the user has the Global Permission "Browse Users". (Reference: https://confluence.atlassian.com/adminjiraserver082/managing-global-permissions-973504184.html )
This also gives the user the permission to view a list of all Jira user names and group names. For privacy reasons not every user is allowed to view a list of all Jira user names.

Is there a way that users who are authorized in the same project can see each other and be able to use the @ mention function? Without having the global permission.

Sorry to say I don't think it is possible, as it is a global permission, there's no individual project permissions to control browse users.
