Our company has 1500 users using Confluence tool.

We need to provide Macro Enabling access only to few users . How can that be achieved.

Macro level security isn't something Confluence does.  If you need to restrict access to that Macro or any macros try restricting edit permissions for the page or space.  However, this will only restrict the page or space to apply the security to.
