We have recently migrated over all of our projects from a cloud instance to another cloud instance, but is there a way to all migrate over all the filters and dashboards as well without having to remake them manually?
Regarding filters, the short answer is no. Although filters relating to boards that you are able to migrate using the cloud migration assistant will be migrated over.
For dashboards, there may actually be a (tedious) workaround via a Data Center instance: set up a Data Center instance, restore your cloud site on it from a backup and use a dark feature of the DC to cloud migration assistant to migrate dashboards. Since a dashboard can contain many features that are linked to apps or unsupported custom fields, however, you are not guaranteed to end up with a very consistent migration result.
