We deploy JIRA Software through a configuration management system. We deploy to several environments and want to be able to tightly manage what versions are installed where.
Would it be possible to disable the automatic update features of JIRA andalso disable the ability to install other applications like JIRA ServiceDesk?

In JIRA software itself, no. If you have a apache mod proxy in front of it, you can create a rule that only allows certain ip's to reach the urls needed to add plugins or applications, and redirect the rest of them. Here is an example of how to do it:
