Is it possible to create a jira issue using a pat?

Specifically is it possible to create a jira issue using an azure logic app using that pat.

Edit: PAT is Personal Access Token

Also, it isn't possible for me to use an API token as my companies locally hosted version doesn't have access to API tokens

No, it is not possible to use a personal access token from another system off-the-shelf. 

There are some apps that allow you to do it though, and there's a great write up of it from one of the vendors of an app to do it at https://www.resolution.de/post/securing-jira-server-s-rest-api-with-personal-access-tokens/
