Importing Excel Test Cases to Zephyr Test Tool

I am trying to figure out a way to import an excel spreadsheet into Zephyr Test Tool manager. 

I have installed Java. I have the Test Case Importer, but am finding issues with the technical documentation is not clear.

Do I have to be a a Jira Administrator ?

I am getting error message. 

Connection to http://localhost:2990/jira is refused

I have tried many combinations, not sure what fields to leave at default

Not sure where the error is

And yes, you need to be an admin
