How are you handling test-cases in Jira? Natively? With an App? With an integration to something external?

That is not what I asked about, (and even if it was, it tells us nothing because you don't say which Atlassian web App it is)

If you're handling test cases natively, then I would expect that each test case is an issue. You can import issues from CSV, so get your test cases into CSV, one per line, and import that.
