How to run Jira software server in windows

Hi, 

I have Jira software server project. details: Jira Software 9.2.0 , SEN-L18692397 , Evaluation (Data Center)  that I work on him.

yesterday my computer had restarted and now I cannot open the website - it runs on url : http://localhost:8080/

and now I see: the site cannot be reached

I tried to run him by double click on the tomcat runs:

but still I cannot open the site.

I even tried to change the port in server.xml filet to 8090 and run again but it doesnt help...

What I need to do?

I am working on windows.

I need it urgent!

Can you please add here end of Jira log -> jira-home/atlassian-jira.log?

Thank you for helping me.

I found atlassian-jira.log in path: C:\Users\Efrat Cohen\Atlassian\Application Data\Jira\log
