How to restrict Tickets to only be viewable by Customer only on a specific status?

Is it possible to only restrict Issue Tickets on a project to be viewable when it only hits a certain status?

This can be implemented via Issue Security Level.

To ease this, you can use Automation feature to edit the Issue Security Level.
