How to make the field visible when ticket created

Hello,

 

I want to make the 2 field visible when ticket created in jira Not Mandatory

1) field 1( Drop down list)

2) field 2(Drop down list)

 

Is it possible if i make this field visible when ticket is created without selecting any value from drop down list
