I'm a project admin and want to know who deleted any tickets and what tickets were deleted as tracker and asking about the possibility to find a report or footprint for such actions and if cannot what role should be taken to avoid such cases?

Jira does not have a built-in feature for providing audit log for deleted issues, therefore deleted issues are lost forever.
To have audit log for your deleted issues, you can use Track Deleted Issues app developed by our team. After installing the app, both bulk and single issue deletions are logged. You can see when and by whom your issues are deleted.

Another solution you can check out is the Issue History app (if you're on Cloud). My team has launched the Keep deleted issues option to track who has deleted a ticket and when.
