So you are talking about the move function on in the more menu on the issue view?
You can achieve this by changing the permission in that project.
If you share the permission scheme with other projects, first create a copy of it. Then remove the roles/groups/users from the move permission.
Assign the new permission scheme to the project.
The move action should not be shown anymore.
