Releases have their own life cycle, that is: plan (figure out what to do) -> execute (create / fix items) -> ship (or release).
In Jira Software, I see there are only two states to release, that is UNRELEASED or RELEASED. There is also ARCHIVED state, that does not make much sense, because it acts like the RELEASED should, but that's another matter.
It looks like currently the release moves into In-Progress automatically when the first issue goes into In-Progress. Not sure this is the correct behavior.

The life cycle is defined for the issues not the releases in Jira using workflow. You then use JQL queries issues that are in a fixVersion which released.
Something like.
fixVersion in releasedVersions(SSP)
SSP is the project key.
