According to https://confluence.atlassian.com/jiracore/preparing-for-jira-9-8-1224771831.html it says "This feature is enabled by default with the feature flag com.atlassian.jira.commentStickyFooter
. You can disable the feature by turning off the feature flag."
I created a jira-config.properties file but what should I add within?

You can remove a sticky comment footer by adding the dark feature com.atlassian.jira.commentStickyFooter.disabled. Please see more info in the Jira 9.8 release notes.
