How to create plan in Advanced Roadmap

I have switched to Jira Premium, however, there is no "Create Plan" under "Plan" section, does anyone have idea on it? And if it is the only way to put different projects under a roadmap. Thanks. Screenshot 2020-12-10 174144.png

I can see it once I made myself as Jira administrator where I am the site administrator originally. Thanks a lot.
