How to add images to closed tickets that I reopen

Any time I move a ticket from Closed to Reopened, I am unable to upload an image.

The icon for selecting and subsequently adding an image is not present at the point I update a ticket from the Closed status to the Reopened status.

I am assuming it is some setting that I can update. Please help.
