Hi Lakshimi,

Who are you trying to serve the content to?

If you're looking to serve JIRA over the Internet you could setup SSL and configure your firewall accordingly.  If you only want internal employees to get to the instance and you don't want it exposed to the Internet a VPN would be ideal.
