How do you create test cases as a task item

I know its possible in the server/data base center version, but is it possible to create test cases as a task on the cloud version? I want to be able to run my QA testing through Jira without a plug in. See picture attached

Welcome to community!

If I understand your requirement correctly you want to create an issue in Jira cloud having issue Type "Task", would it be correct to say ?

You can create an issue , select issue type "task " , sharing a document for reference :

If you want to know how add task issuetype in an project, you can add them from 

Go to Project setting > Issues > Type >  click on gear button and select edit issue type then drag and drop the task to left panel from right and save it. 

This process was for Company managed project in JSM .
