How do I enable comment visibility?

I have followed the instructions posted on this page: https://confluence.atlassian.com/jirakb/add-restricted-comments-on-jira-962353957.html .

I have created a test user group, and enabled "Groups & Project Roles" under general settings. 

I also added users at a project level with the necessary roles, however when I try to add a comment with restricted visibility - I am unable to see this functionality. The padlock icon doesn't appear at a ticket level.

I think I am missing step, would really appreciate any and all help with this.

This isn't hugely helpful... but we have been using the  restrict comment functionality for ages and it worked great, but today we have noticed that the padlock is no longer working so groups can not be selected... and comments that were saved  as certain groups only are no longer visible.  Has a bug occurred in the functionality?
