How can I make the backlog order read only for some users?

I would like all users to be able to create and edit issues, but I only want some people to be able to order the backlog. Is this possible? From what I can tell, the backlog is ordered by the built in Rank field. I am not sure how to make that read only on a per user basis.

Hello @Kireet Reddy 

Welcome to the Atlassian community.

According to training courses I've taken, changing the Rank (relative priority, position in the list of issues displayed in a board/backlog) requires the Edit Issue and Schedule Issue permission.

Assign the users to a project role that has not been granted the Schedule Issues permission and that should prevent them from changing the Rank of the issue.
