You can't do this out of the box. At least you can't simply add a group to the watch list. I have seen where others have used scriptrunner to solve this but unclear how that was done. You might search the community if scriptrunner is a option for you. with that said, you should consider using automation. You could trigger on the issue being created and set up whatever conditions you want and then simply update the watchers list with a pre-described list of people. Of course this will require ongoing maintenance should your list continually change.
