Gitlab integration sometimes doesn't create web link in Jira

For our Gitlab integration, sometimes it creates a web link like the screenshot below. But sometimes, it only leaves a comment without creating the web link. Why is that? In term of process, it's always the same by mentioning the Jira ticket id in Gitlab. Thanks.
