I am hoping to be able to pull down all my cases in a XML format and import them into a new free cloud Site. I am having trouble finding the steps. Please help.

There are several documents available about migrating from Jira Server to Jira Cloud. I'm not sure if you have seen them, but if you want to get all the information (attachments, project configurations, boards) there is more to it than exporting issue data to XML format and importing it.
Also, there are limitations in Jira Cloud Free Plat that might impact your migration.

Jira Cloud does not natively support importing issues from an XML format, like it supports CSV and JSON. If you are trying to import a JIRA Server Backup XML format, this article talks about how to do that:

If you really just want to export issue data and import it to Jira Cloud, you will need to use one of the supported formats (CSV, JSON), and make sure you already have your destination project(s) set up, with the proper workflows, custom fields, issues types, etc.
