However, it was probably coincidental timing - Atlassian support just reported in the support ticket that they resolved the issue:
We are currently aware of an issue on the Jira issue view scroller that is affecting multiple customers on cloud. We have refreshed our CDN services in an attempt to recover from this. Could you please clear your browser cache and try to access the Jira issue view again?

Just clear cache (or try incognito mode). It worked for me.

We have multiple users experiencing this, mostly from our Ukraine office.
It reproduces in multiple browsers:
FF (62.0) and Chrome(69.0.3497.100 and 66.0.3359.181)
They have tried clearing browser cache, logout/login, nothing helps...
They are unable to scroll issues and leave comments on tickets.
