Error importing data:IllegalStateException

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
I am running a test to migrate from JIRA server to cloud. The JIRA server runs in an isolated network with no internet access so i am using "Site Import" for the migration. The JIRA Server uses MSSQL for its database.
The migration failed on "Processing your Jira and plugin data" with "Error importing data:IllegalStateException".
Can someone please assist with this issue?
