I would like to build a simple dashboard or report with listing all of the epics within a specific project and taking Jira's epic progress meter that is in there for all epics. ie:
Is there anyway to do that in jira reporting or jira dashboard? I find that to be a very useful way to tell progress of any epic.

A bit late, but I created an add-on called Agile Docs which lets you track Epic progress for any project on a single page.
It works out of the box for any project so you don't need to set it up. Each level also expands if you want to also see the progress of child issues.

You may want to try out our add-on, we have specifically built for this requirement, to manage multiple Epics, their progress and their hierarchy on a single page. You can also edit multiple fields of the issues on the same page

There does not appear to be built in functionality for displaying this type of progress in a dashboard gadget.
