Create automatic jira issue for // TODO statement in codebase

I have a java project and I want to create an automatic jira issue from the //TODO statements in Java code. I am using Linux machine for all of my operations so no IDE or Windows related answer will help me.
Is there any way I can automatically create an issue and update the //TODO statements with jira issue name?
