Couldn't move issue into a status

We were unable to move a Bug from In Dev to In QA.

Instead, we had to move it from In Dev to Design Review to In QA.

I checked the workflow and we should have been able to move it directly from In QA to In Dev.

What am I missing?

Welcome to the Atlassian community,

1. I think condition is applied to the transition from in dev to In QA.
2. For example only member of Developer will only transition the issue from In Dev to In QA.
3. Could you please click on In QA transition(Arrow) and check if any condition is applied to the transition if yes then you will have to contact to project Administrator or Jira Admin to add you in required project role or group.

Great catch! While I didn't see any conditions on the transition, I did just move everyone into the Administrator role and that seems to have fixed the issue. Thanks!
