What have you tried thus far to do this?

If you have a rule you are working on, please post images of your complete rule and the audit log details showing the execution...and describe what is not working as you expect.  That will provide context for the community to offer suggestions.

If you have not started a rule let, please take a look at the documentation on lists and iterators, as the the labels field is a list, using using an iterator will help you do what you ask.
