I have not used the Clone Epic Template app, but it might be more specialized just for Epics. Since it is Free, I would say just give it a try and see if it meets your needs. :-)

So... I pay for Jira and it lacks a basic feature of cloning a task with subtasks?

I believe you can clone a task with subtasks. It's the Epics and their children that are the issue - probably because the parent and the children can span multiple projects, unlike the task/subtask relationship.
