Change user domains

We have two company domains that users have registered from in Jira. We've begun enabling SSO and have registered one domain we'd like to use as our primary/only domain.

The users on the primary domain have all already been transitioned to SSO, but we are looking for an easy way to transition the others. I tested one of the users on the secondary domain and requesting they update their profile didn't work.

Long story short, they're told the email is already associated with another Atlassian account. All the users on the registered domain are part of a managed group but aren't activated.

Is there any way to transition the users, permissions/roles and all without rebuilding every single one of them manually?

With no responses, I had to manually transfer the roles and project access.
