On only one of my projects I just started getting a new popup.
'Move your issue? We can move your first column's issues strait into your backlog'
If I click on that popup, I am NOT able to edit an existing or add a new issue.
If I leave that popup alone (sitting on screen over my work), I am able to edit an existing or add a new issue.
Browser developer page shows errors also

I include relevant screenshots with this question, but I do not see how to add.
Hey Eric - Welcome to the Atlassian Community!
We'll definitely need to see some screenshots. Click on the Insert Photos icon to load those.
I've also had this start happening on one project, which happens to be a Team-managed Kanban project. After the project was created, I added the Backlog feature and then enabled the Epic panel (if my memory serves me right).
Now, when I go to the Board, I get the popup that says, "Move your issues? We can move your first column's issues straight into your new backlog. [Yes, move] [No thanks]".
If I hit "No thanks", then the tickets cannot be edited. If I hit "Yes, move", they get moved to the Backlog, but when I move them back to the Board, the popup reappears."

I've also just started to get these messages on an existing Team managed Software project, this wasn't doing this last week.

Well, this sounds like a bug for some new functionality they have rolled out. You should all report via a support ticket. Please post back here with the resolution.
