Can this plugin used for specific user/project

Hi Team,

i have many users and trying to add Zapier plugin and i do not want to give access to all users in my Jira only for few i need to enable and also for one or two project i need to enable. Is that possible for using this plugin to give access to only few so that charges wont be charged for all users?

Also looking for cost for this plugin since it is not available.
