Can not add users

I have 8 users left in Jira Software. When I try to add 5, I get an error saying "you have reached the maximum number" 

Why is this happening if I have 8 left?

How have you determined that you have 8 unused licenses?

I figured out the issue was that I had enough Jira licenses but not enough Confluence. Was able to add after I removed Confluence from their user profile.
