Can I use JIRA Software Basic and Premium based on specified users?

There are only a hand full of people that would utilize the Premium version of the JIRA Software, so it would be nice to only pay for those who would use the added benefit rather than doubling the cost of the service for 2 people to gain a few benefits.

Adam, yes I would agree that would be nice for sure. Of course that could be said for a number of scenarios, e.g. addons, etc. Unfortunately, the licensing model is based on total user. You might want to provide this feedback to Atlassian via the feedback link in your instance.

You would have to use two separate instances of Jira to do this.
